Prior to any movement of a companion animal (dogs or cats) from outside the United Arab Emirates, you must obtain a pet import permit in the UAE and then examine these pet animals at the port of entry before releasing them. This process will verify that they are following the import requirements, conditions, and technical specifications. A pet import permit is valid for 30 days from the date of issuance. Here are the complete requirements you need to fulfil to enter the UAE with your pet.

A declaration/bill of landing with delivery details.
A standard, non-encrypted, 15-digit pet microchip is necessary to enter the UAE.
A health certificate issued by the relevant authorities of your country of departure.
*In case of import from a high-rabies country, a rabies titer certificate from an accredited lab must be provided.

Prior to entering the UAE, your pet must be vaccinated against certain diseases. This is done to prevent the transmission of potentially infectious zoonotic diseases from animal to animal/animal to person. Do make sure to get your pet vaccinated according to the timeline of your journey, as some vaccinations may require to be tested for (Ex: a rabies titer test if coming from a high-rabies country).

Cats/Dogs must be shipped according to IATA guidelines of air travel.
Cats and dogs must be microchipped, and their microchip number must be written on their health certificate.

A vaccination record/pet passport with the following mentioned in it: pet’s microchip number, pet’s description (species – color – sex – date of birth), and must include vaccine name, manufacturing company, batch number, & date of vaccination.
The pet must be at least 12 weeks old during vaccination.
The minimum age of an imported pet from one of the mentioned low-risk countries must be 12 weeks. The minimum age for an imported pet from a high-risk country is 15 weeks.
The pet must receive internal and external parasites a minimum of 2 weeks before travel, and this testing is to be stated in the provided health certificate and pet passport of the pet.
A declaration from the owner that the dog/cat is bona fide pet with no commercial interest, gift and breeding purpose.
Cats and dogs being imported must not mix with any other animals while travelling to the UAE.
Personal import of more than two pet dogs and two pet cats annually is not allowed. Residents entering or exiting with their pets are exempt from this rule, provided their pets are microchipped and the import and health requirements are met.
Animal welfare legislation and standards must be taken into consideration before travelling.
In case of import from a high-rabies country, a Rabies Titer Test certificate from an accredited laboratory in the country of export must be provided. The certificate must include the following details: the date of sampling, the date and method of examination. It also must state that the sample for the test was taken at least 21 days from the date of vaccination.
If the pet has had a booster dose applied, they do not have to wait and may get the test done immediately. The test result should not be less than (0.5 IU / ml). This certificate can be replaced by recording the results of the examination in the health certificate mentioned in Paragraph (a) of this clause:
